Judy MitchellCouncil Member Judith M. Mitchell was elected to the Rolling Hills Estates City Council in 1999, Judy Mitchell is serving her fourth term as a council member. She is currently serving as a council member and has also served as Mayor in 2004, 2009 and 2014. She has been involved in city activities over 26 years. Appointed in 1984 to the city's Park and Activities Commission, and in 1994 to the Planning Commission, she helped establish Highridge Park, the 36-acre George F Canyon Nature Center and the 28-acre Linden H. Chandler Preserve, the latter two being critical parts of the city's natural environment and the sites of intensive habitat restoration efforts. A strong advocate of the city's equestrian lifestyle, she has promoted the preservation of open space, riding trails, and the community's rural character. Her public service has included a strong interest in environmental protection. She initiated the city’s first Environmental Advisory Committee, which facilitated the city’s adoption of energy-efficient, green building guidelines, and a water conservation ordinance in 2008.

Council member Mitchell was the President of the League of California Cities in 2009, and she serves on the Executive Board as the Immediate Past President. Her involvement with the League of California Cities includes service as the chair of the League's Environmental Quality Policy Committee for two years, chair of the League's Climate Change Working Group, which drafted policy guidelines to address the challenges of global warming and greenhouse gas emissions. She has also chaired the League’s Employee Relations Policy Committee and served on the League's CEQA task force, the Infrastructure Task Force, the Flood Control Working Group, and the Pension Reform Task Force.

Council member Mitchell has served on the Palos Verdes Peninsula Regional Law Enforcement Committee and the Palos Verdes Peninsula Transit Authority, acting as chair from 2002 to 2004. She is an Alternate Commissioner of the Los Angeles County Local Agency Formation Commission. She serves on the Regional Council of the Southern California Association of Governments (SCAG) and on the Energy and Environment Committee of SCAG. She was elected to a four year term on the governing board of the South Coast Air Quality Management District (SCAQMD) in September 2014 and represents the SCAQMD on the California Air Resources Board (CARB). 

Council member Mitchell served as Chair of the South Bay Cities Council of Governments (SBCCOG). As a board member and officer of the SBCCOG, she was instrumental in establishing the South Bay Environmental Services Center (SBESC), a partnership between the South Bay Cities Council of Governments and Southern California Gas Company, Southern California Edison, West Basin Municipal Water District, City of Torrance, Sanitation Districts of Los Angeles County, Los Angeles Metropolitan Transportation Authority (Metro), and County of Los Angeles. SBESC is a local clearinghouse for energy efficiency, water conservation and environmental information ---workshops, materials and outreach--- to assist public agencies, businesses and residents of the South Bay to best utilize the many resources available to them through a wide variety of statewide and local energy efficiency and water conservation programs.

Council member Mitchell was born in South Bend, Indiana. She received her B.A. from Purdue University, an M.A. from University of California at Los Angeles, and her J.D. from Loyola Law School at Los Angeles. Council member Mitchell is a retired attorney and was involved in an active business litigation practice until 2001.
